Philippines: Tropical Storm Matmo Brings Heavy Rain, Flooding to Northern Luzon

Typhoon Matmo, locally named Paolo, weakened into a tropical storm while crossing Luzon in the Philippines on Friday, October 3, bringing heavy rain and causing flooding and evacuations in parts of northern region.
